Malaysia MM2H gives eligible overseas households a route to longer-term stays, subject to the requirements of their category. Forest City's special-zone route has different financial and property conditions. Its separate family office initiative adds another policy development worth understanding, especially for families planning both residence and wealth management.

What evidence shows interest in MM2H?
Bernama reported on 26 September 2026 that the programme received 7,650 new applications between 1 October 2024 and 31 August 2026. The reported RM8.85 billion in economic value included over RM5 billion in property purchases and RM3.82 billion in fixed deposits.
Those are national figures across categories. They do not represent Forest City applications alone, approved households or government tax revenue. They show a material level of participation and financial activity, but do not by themselves prove that application rates are accelerating.
Possible reasons a household might consider Malaysia include education, healthcare, retirement and a second residence. Those are planning considerations, not a statistically established ranking of applicants' motives.
How does Forest City's MM2H route differ?
The official category information lists the following fixed deposits:
| Category | Required fixed deposit |
|---|---|
| Silver | USD150,000 |
| SEZ/SFZ, age 21–49 | USD65,000 |
| SEZ/SFZ, age 50 and above | USD32,000 |
For the special-zone category, the official information states a ten-year renewable pass, subject to passport validity, and permits an application to withdraw up to 50% of the deposit for approved purposes after approval. This is not the full cost: property, fees and other requirements remain separate.
Forest City purchase rules need particular care. MOTAC's specific announcement requires buying from a Forest City developer, rather than a third party, before pass endorsement. Do not assume a subsale unit qualifies. Confirm the current Johor price floor, eligible unit and payment sequence in writing. The programme also restricts resale for ten years, with an upgrade exception.
Official pages do not describe all age-specific stay requirements consistently. Obtain written clarification from a licensed MM2H operator before planning your annual stay. The special-zone route should not be treated as general permission to work or operate a business.
Is the family office scheme part of MM2H?
No. A Single Family Office, or SFO, manages one family's assets. An SC announcement dated 6 October 2025 reported six conditional approvals with indicative Assets Under Management, or AUM, of almost RM400 million. This is a dated milestone, not a current operating total or money spent on Forest City homes.
The SFO incentive has separate eligibility and annual certification requirements. Its initial phase includes minimum AUM of RM30 million and annual local operating expenditure of RM500,000. Eligible vehicles may receive a 0% tax rate under the scheme. Buying a home or receiving MM2H approval does not automatically provide that benefit.
What should a property buyer consider?
Check actual travel routes, everyday services, management costs and the ability to hold the home through the required period. Policy activity can create interest, but rental demand and resale liquidity need their own evidence. MM2H is a stay programme, not permanent residence or a property-return guarantee.
